Every guide to moving to Dubai spends most of its length on which visa to get. Fair enough, that's the decision with the biggest financial consequences. What gets skipped is what happens after you've decided: the actual sequence of appointments, which government body handles which step, what you can't do until something else is done first, and where a property-investor or Golden Visa holder's path through that sequence looks nothing like an employer-sponsored employee's.

This guide covers that sequence for a Dutch household. The one claim where a wrong answer is expensive — the driving licence — comes from RTA's own service page. The rest draws on secondary sources, and this guide says so wherever a figure isn't confirmed by the authority that would know. It assumes a **self-sponsored Golden Visa route through property investment**, since that's the path most relevant to a buyer reading this on a real estate site. Where the employer-sponsored route diverges, that's called out separately rather than folded into an average. The dependency chain: what has to happen before what
----------------------------------------------------

Four steps, in a fixed order, regardless of which visa route someone is on: **entry permit → medical fitness test → Emirates ID biometrics → visa stamping/activation.** Each step gates the next one; you can't book the Emirates ID appointment without a passed medical test on file, and the medical test itself requires a valid entry permit to exist first.

**Entry permit.** Issued by GDRFA Dubai (or ICP for the federal process), valid for 60 days from issue as a single entry. For the Golden Visa/property route, the applicant initiates this directly rather than through an employer. Cost estimates across several relocation-service sources cluster around AED 500 for the investor route, processed in 3-5 working days, though this is a cross-checked range rather than a number confirmed on gdrfad.gov.ae itself.

**Medical fitness test.** Done at a DHA-approved medical centre in Dubai: a blood test screening for HIV, Hepatitis B and C, and syphilis, plus a chest X-ray for active pulmonary tuberculosis. Standard processing is same-day to 24 hours, with express (6-hour) and VIP options at a higher fee. Cost estimates cluster around AED 250 for standard processing, rising to roughly AED 700-1,000 for express or VIP tiers. Children under 18 on dependant visas are generally exempt from this test.

**Emirates ID biometrics.** Handled by ICP, the federal Emirates ID authority: fingerprints, facial scan, and iris capture at an appointment that requires a passed medical result already on file. The card itself is typically issued 3-5 working days after the biometrics appointment. Fee estimates run to roughly AED 270-370 total once the card fee (scaled to visa validity), biometrics fee, and smart-services fee are added together, again a cross-checked estimate rather than an ICP-confirmed figure.

**Visa stamping and activation.** Since 2022, this step is largely digital for most cases: the Emirates ID itself carries the visa category, UID, and expiry, and a physical passport sticker is often no longer required. GDRFA confirms activation once the earlier steps are complete.

None of the fee or timing figures above come from GDRFA's or ICP's own published schedules. They are drawn from relocation-service providers and cross-checked against each other, so treat them as a reasonable planning estimate rather than a quote.

Where the property-investor and employer-sponsored routes actually differ
-------------------------------------------------------------------------

The four-step mechanical sequence above is identical regardless of route. What differs is who initiates it and what happens if it stops.

On the **Golden Visa (property investment) route**, the applicant sponsors themself. There's no employer in the chain at any step, no work permit precedes the entry permit, and the resulting 10-year residency is tied to continued qualifying property ownership rather than continued employment. Nothing about this residency is at risk if the applicant changes jobs, stops working, or has no job at all.

On the **employer-sponsored route**, the employer initiates the process through a MOHRE work-permit approval before the entry permit stage, and the resulting residency (typically 2-3 years) is tied to that employment continuing. If the job ends, one secondary source cites a grace period in the 30-60 day range before residency status is affected, though this figure wasn't independently confirmed and should be treated as approximate rather than relied on.

Both routes go through GDRFA Dubai for the Dubai-specific steps. The distinction that actually matters for planning purposes isn't administrative, it's exposure: an employer-sponsored family's residency depends on the job; a Golden Visa family's doesn't.

Banking: what actually gates a resident account
-----------------------------------------------

You don't need an Emirates ID to open a UAE bank account, but you do need one to open the *kind* of account most people mean when they say "a bank account here." Non-residents can open a restricted account with a passport, proof of address, and financial documents alone, before any UAE residency exists. That account typically comes without a cheque book, without salary processing, and with limited credit facilities. Several major banks, including Emirates NBD and Mashreq, offer this as a named "non-resident" product.

A full resident account, cheque book, credit card eligibility, salary account, the works, requires the Emirates ID. Once it's in hand, account opening is typically quoted at 1-2 working days.

On minimum balances, we're being deliberately vague, and here's why: figures for the same named banks conflicted sharply across sources, from a few thousand AED for a standard resident account up to several hundred thousand for private/priority tiers, without the sources agreeing on which figure applied to which product. Rather than repeat a number that might be wrong on something this consequential, the honest version is: minimums vary widely by bank and account tier, and change without much notice. Check the specific bank's current published fee schedule before opening, not a relocation blog's summary of it, including this one.

Health insurance: the liability shifts with the sponsor
-------------------------------------------------------

Dubai's mandatory health insurance rules, under DHA Law No. 11 of 2013, require every resident to carry at least AED 150,000 in annual coverage under the Essential Benefits Plan. Who's on the hook for arranging and paying it depends entirely on who's sponsoring the residency.

An **employer** is legally required to insure the employee itself, and can't deduct that premium from salary. What an employer is *not* required to do, under the same law, is cover the employee's dependants, spouse or children. That liability sits with "the sponsor" of each dependant, per a public summary from Al Tamimi &amp; Company, a UAE law firm (the attribution is deliberate: this rests on the firm's public reading of the law rather than on a cited article of the statute itself).

On the **Golden Visa / self-sponsored route**, there's no employer in the chain, so the visa holder is the sponsor for every family member, including themselves. Full liability for the whole family's coverage sits with the household, not an employer, from day one.

Practically, this also functions as a gate: an active policy needs to be on file before the medical-fitness step and the downstream Emirates ID issuance can proceed, per multiple relocation-service sources describing real-time insurance verification across MOHRE, ICP, and GDRFA systems. That verification step isn't described in DHA's own published process documentation, but it's consistent enough across independent sources to plan around.

Driving licence conversion: the one answer we can state flatly
--------------------------------------------------------------

This is the one claim in this guide that comes straight from the regulator's own service page rather than a secondary source, so it's the one place we'll state something without a hedge.

**A Dutch driving licence converts directly to a UAE one. No test.** The Netherlands appears on RTA's direct-exchange list, confirmed on RTA's own driving-licence-exchange service page (service ID 121), which lists it by name. Eligibility runs on where the licence was issued, not the holder's nationality, so a Dutch-issued licence qualifies regardless of who's holding it. No translation is required, and the original Dutch licence isn't withdrawn.

The process: a valid Emirates ID, a passed electronic eye test, and the original licence. RTA's own fee breakdown totals AED 1,050 (traffic file, licence fee, handbook, eye test, and a small knowledge-and-innovation fee), and the digital licence is issued instantly on approval, with same-day, standard, or express physical-card delivery on top.

Secondary sources report the total number of countries on RTA's direct-exchange list variously as 57, 52, or slightly different figures depending on when they were published, and that variance is real, RTA has added countries over time. None of it changes the Netherlands answer, which was consistent across every source checked.

A realistic total: one route, stated timeline and cost
------------------------------------------------------

For the Golden Visa / self-sponsored route specifically, not averaged against the employer-sponsored path: budget roughly **2-3 weeks** end to end for the entry-permit-through-Emirates-ID chain (allowing for appointment availability, not just processing time), plus however long the bank and driving-licence steps take once the Emirates ID is in hand, typically another 1-2 weeks if done back to back.

On cost, treating the AED figures above as planning estimates rather than confirmed quotes: entry permit (~AED 500) + medical test (~AED 250-1,000 depending on tier) + Emirates ID (~AED 270-370) lands the visa/ID chain around **AED 1,000-1,900** per adult applicant, before family health insurance (a genuinely separate, larger, ongoing cost covered in our [cost of living guide](/guides/cost-of-living-dubai-vs-netherlands)) and before the optional AED 1,050 for a driving licence conversion. None of these figures are regulator-confirmed; they're a planning range, and the gap between the low and high end of the medical-test cost alone is wide enough that it's worth getting a current quote before treating this as a budget line rather than an estimate.
